Just a simple question: Can i use the open action on a personality in a province and then use seiden sanzo for the 3 gold?

I'm wondering if it is the same as Utemaro, who gives -2gc tokens.
Yoritomo Utemaro (Experienced 2) Limited: Give a target Personality a -2 Gold Cost token.
Can both these actions be used on personalities that are still in provinces?

Abilities cannot target cards in Provinces.
