Can you react with The Wind Never Stops after an opponent is forced to target their personality with Temporizing Ground's -3 force effect and shoot them? Or is Temporizing Ground already considered resolved or can't resolve multiple times? Thanks!
Temporizing Ground + The Wind Never Stops
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

No. The Wind Never Stops can be played only immediately "after the resolution of a Battle action you took that gave a Force penalty to an enemy Follower or Personality without Followers". The Force penalties from Temporizing Ground happen after the resolution of other actions taken after the end of the resolution of Temporizing Ground, so it does not match the trigger on The Wind Never Stops. For more information about the resolution of actions and the effects of Temporizing Ground, see Action resolution and Indefinite conditional effects.
