Isawa Mitsuko Clarification

L5R CCG Rules board, 10 March 2011

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Isawa Mitsuko Phoenix Clan • Air • Shugenja • Inquisitor • Magistrate • Unique • Elemental Master Reaction: Even if Mitsuko is bowed, after the resolution of an action that bowed one of your Air Shugenja as a cost, once per phase: Straighten that Shugenja. Open: Straighten a target Holding.

(emphasis mine) Is the once per phase a limitation, or a benefit?

The general rule is that a cards action can only be used once per turn. It is to be assumed on every action, unless stated otherwise, that this is true. The "once per phase" thing doesn't explicitely say it can be used additional times, it is worded as if it is a restriction. I'm 99% sure that the intent here is that she can use the ability multiple times per turn, but better safe than sorry and all that.

So, is it A) Mitsuko may use this ability once per turn, and if you have another ability that allows her to use an ability a 2nd time, she may not use this ability again this phase, due to the additional limitation of "once per phase"?

or

B) Mitsuko my ignore the "once per turn" rule and use this ability once per phase, regardless.

I hope this made sense lol.
