So this came up during play testing and I could find no reference in the Comprehensive Rules nor in the Rules Forum.
My buddy and I were testing our decks the other day. He was playing Dragon and using alot of the "Additional Action" Kihos. We were finishing up the decisive battle when he played Spinning Heel Kick on an unbowed Togashi Kazuki (Experienced), which was his third Kiho. As a reaction he played the Ring of Air, and then elected not to take his additional action. As I out forced him, I passed. He then proceeded to bow the Ring of Air to straighten his Clan Champion. I objected as he had passed his action. He explained to me that since Spinning Heel Kick says you "may take an additional action" that the player may choose not to take an action and allow priority to proceed to the opponent.
Spinning Heel Kick: Air • Kiho Battle: Target your Monk: Straighten him. You may take an additional Battle action, which he must perform.
My question is this: If a player plays an action that allows for an additional action, and does not take advantage of it, is he actually passing his action? The only rule I can find that makes any reference to this is under the Battles segment Section 1.2 B:
The Combat Segment is an action round. The Defender gets the first opportunity either to take a Battle action or pass. That opportunity then goes to the player to his left, and follows the sequence of play leftwards after that. After all players pass in sequence, the Combat Segment ends and the battle proceeds to the Resolution Segment.
In my mind, all actions inherently have the word "may" and that by allowing Priority to pass to another, the first player is in effect passing his action.
Thank you in advance for considering this question. If it has already been answered I apologize.
