Hi there,

I have a question regarding Corrupt Governor and its interaction with Seppuku, namely: Does it reduce a loss to 1 first and then increase by 1? Or is the loss increased first, and then reduced to 1?

Thank you!

The loss is increased first, then reduced to 1.

As described here, the delayed effect from Corrupt Governor happens in step B, before the opportunity to take Reactions in step C.
