Hi there, a couple of questions about Civility and some old personalities with the "Will not enter play normally" text.
1) If I have a discarded Akodo, can I play Civility to put him into play for 0 gold, right? 2) If I have a discarded Shiba, can I play Civility to put him into play for 0 gold as long as I bow the 3 Shugenjas required, right? (this would be the same case as buying him from a province) What happens if I don't have a 3 Shugenja in play and play Civility on Shiba either way? 3) If I have a discarded Hantei, can I play Civility to put him into play for 0 gold as long as I have a Kami into play, right? What happens if I don't have a Kami in play and play Civility on Hantei either way?
Civility Bushido Virtue Open: Target your discarded (not dead) Samurai Personality: Bring him into play.
Akodo Lion Clan Kami. Samurai. Double Chi. Tactician. Unique. Loyal Will not enter play normally. Akodo may perform any number of Tactical actions per battle, once per printed action. After each Tactical action Akodo performs, give +2F to all Personalities in his army. Battle: If Akodo is face-up in one of your Provinces and your army has a total Force of at least 10, bring Akodo into play in your army.
Shiba Phoenix Clan Kami. Samurai. Double Chi. Unique Loyal You must bow three Phoenix Clan Shugenja you control as an additionl cost of playing Shiba. You may play Follower, Item, and Spell cards from your discard pile as if they were in your hand. Limited: Once per turn, target an Honorable Dead Personality in your discard pile. Put him into play, ignoring costs and restrictions.
Hantei Unaligned Kami. First Emperor. Samurai. Courtier. Cavalry. Double Chi. Naval. Tactician. Unique Will not enter play unless a Kami Personality is in play. Reduce the Gold cost of cards attaching to Hantei to 0. Reaction: After a Political Action is taken: cancel it. Limited: Once per turn, target a non-Kami Personality. Gain permanent control of the target.

Yes and yes.
What happens if I don't have a 3 Shugenja in play and play Civility on Shiba either way? What happens if I don't have a Kami in play and play Civility on Hantei either way? In these cases, you cannot play Civility on Shiba or Hantei, because you cannot satisfy the Good Faith Rule: If the action involves putting one or more cards into play as a non-optional effect, the player must be able to bring those cards into play legally to meet the Good Faith rule. This includes being able to pay any costs of bringing them into play.
