Does the reaction from Aramasu's Vigilance have the ability to pay for the equip limited feature to attach items, followers, and spells from hand?

No, the Equip action has no Gold cost, so Aramasu's Vigilance's Reaction may not be used. When someone equips an attachment, he pays for the attachment card itself, not for the Equip action. See Card types, Playing attachments.
