Just a clarification.
Is a province with the region "mountainous region" attached to it a legal target as far as the spell "hands of stone" is concerned? Namely if I target the mountainous province with hands, will all movement fail for the rest of the turn (provided mountainous region exists) outside of infantry maneuvers.
Mountainous Region Text Mountain If you are the Defender, when choosing the battlefield at which to fight the next battle: You choose instead of the Attacker. Personalities will not move to this province's battlefield.
Hands of Stone Open: Target a province and bow this Shugenja: Until this turn ends, all players must choose that province's battlefield whenever they assign or move units after Infantry Maneuvers, if it is a legal choice. (If two of these effects apply to different provinces, each causes the other to fail).
Thank you!

Yes, the action from Hands of Stone may target any province, even one with a Mountainous Region attached.

It depends on the card's text: if the battlefield whose province has been targeted by Hands of Stone, and had a Mountainous Region attached, is a legal choice for the movement, then that battlefield must be chosen and the movement will fail.
