A two part question about Death is not the End
Lets suppose I am at 0 honor, and have 3 dead shugenjas - each one has an honor requirement of 4. Can I play Death is not the End, even though it won't bring anyone back? (I've been told that I can't, because I need a legit target to announce the action - I was thinking that I could, because the honor loss and giving of Shadowlands and Undead traits would occur, even though the bringing into play effect fails).
Assuming that the answer to the first question is that I can't play the card, I have a followup question. Same situation, only one of my dead shugenjas has no honor requirement. Can I play Death is not the End, using my shugenja with no honor requirement to announce the card, then target a dude with an honor requirement so that I lose the 5 honor, give him the two traits, but bring no one into play?

No.

Honor requirements must always be met to bring a Personality into play (http://rules.l5r.com/CE_Card_types#Personality_stats).
