Hi, my question is, if my opponant already has all his personalities dishonoured, can I legally target 2 of them with shameful and cowardly in order to give them both -3F?
Text Political Battle: Dishonor one or two target enemy Personalities. Give each target -3F.
I understand that you can already dishonour a dishonoured personality as an effect, however I am unsure if this is a mandatory target? This is where I get confused.
From the rules: "Remember that mandatory targets can be written in the effects."

Yes. The required targeting only asks that they be enemy Personalities, not that they be honorable.
