Hello Rules Junta I have a couple of questions about this current promo.
Cycle of Heaven reads: Open: Shuffle an Event card from your discard pile into your Dynasty deck. The Event, by title, may resolve one additional time for you this game.
Question 1. Once the Event is face down and out-of-play in the deck if it does not resolve again that same turn, how does it "remember" that it can resolve one more time? Is the effect from Cycle of Heaven an on-going effect, it does not have any of the usual text for duration to extend beyond the end of the turn?
Question 2. If you apply the effect of multiple Cycle of Heavens to the same Event, can it resolve once for each Cycle of Heaven or only once total?

It is the game state that remembers this. Card types, Events: "The game state remembers that an Event with that title has resolved for you even if the Event becomes face-down and out of play."

It is an ongoing effect indeed, whose duration is "this game" (card text), which is equivalent to "until the end of the game".
If you apply the effect of multiple Cycle of Heavens to the same Event, can it resolve once for each Cycle of Heaven or only once total?
One additional time for each Cycle of Heaven.

Thanks for this previous answer, I just have one more question. You stated:
It is the game state that remembers this. Card types, Events: "The game state remembers that an Event with that title has resolved for you even if the Event becomes face-down and out of play."
However it is the first two sentences of that paragraph in the Events description that I am really asking about, made bold here for ease of reference:
The same event, by title, can only resolve once for any one player in any game. If it would resolve another time, discard it instead. The game state remembers that an Event with that title has resolved for you even if the Event becomes face-down and out of play (see Tracking rule).
Does Cycle of Heaven change the game state such that the first two sentences no longer apply to that Event?

Yes, the chosen Event that was shuffled can resolve one additional time this game for the player who used Cycle of Heaven, and the Event is not discarded instead, because the game state remembers that an Event with its title may resolve one additional time for him this game.
