If I play the battle action on flood the earth, can another player react to it with swift counterattack? (Negating its effects)
Flood the Earth and Swift Counterattack
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
If I play the battle action on flood the earth, can another player react to it with swift counterattack?
Yes, though the terrain will still enter play, because that is a rulebook effect, not an effect of the Terrain.

I seriously hate to disagree with the rules guys, especially Zen, but I have to here. Flood the earth explicitly states that you take an additional action to play that terrain. Swift Counterattack responds to that additional action, whose effects do not happen, which would spell out to me that the terrain would not be played as that is the result of the actions effects. Please elaborate if I am incorrect, which is entirely possible.

Which is the action, "Battle: Non-Naval Personalities..."
whose effects do not happen(.)
And its effects are bowing on non-Naval Personalities. The terrain entering play is not an effect of the action (which is all that Swift Counterattack stops), but a rulebook effect (which Swift Counterattack cannot stop).

i am a little confused by this ruling. Zen says that you can react and the terrain will enter play but will the effects of the terrain still happen? i was looking at this post and according to the ruling it appears that it would mean that the effects wouldn't work, but the way Zen stated it seams like the effects would.
thank you in advance
(W)ill the effects of the terrain still happen?
No.
At no point did I say anything like "and the terrain works normally." I thought I had a little more explicit wording about that in there, particularly in the second post. Sorry.
