Timing of Targeting vs Performing

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Howdy,

Suppose I have Moto Chen xp 3 (gold cost 14) and Shinjo Ki-Chang xp (gold cost 10) in a battle with a boatload of 0F followers. Opposing them, there is Hiruma Aki xp (gold cost 9), Furumaro (gold cost 10), and Michio (gold cost 10).

Given the sequence for taking an action: A. Announce the action B. Explicit performing and required targeting etc

I announce Strength of Will. I declare my target as Hiruma Aki. At this point I haven't declared who is performing yet (and in my head I'm initially intending on saying Moto Chen as I need Ki-Chang unbowed). I ask my opponent if he has any reactions to my targeting. He says he would like to play Deflection to turn it to Furumaro, but isn't sure if he can as he doesn't know who on my team is doing the performing and isn't sure if the other two are legal targets.

So I guess my question is, do I have to announce targets and performers simultaneously? If so, if there are multiple targets for an action, do all targets have to be announced simultaneously?

Thanks,

You must declare who is performing Strength of Will before you declare the target unit.

B. Explicit performing and required targeting At this step, an action’s explicit performers must be chosen, and required targets from its constraints and effects blocks must be targeted, in the order the performers or targets are mentioned.
