A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Hi,
I have two Legacy questions.
1) In reference to this post, does the exception made for Yoritomo Tokaro also apply to his fellow pirates Tsuruchi Etsui (non experienced), Tsuruchi Iyaken, and Tsuruchi Shunso? I did not find them on the rules website... What about Three Storms, which initially allowed you to steal attachments from anywhere?
Tsuruchi Etsui (Mantis personality) Raid Battle: If it is a Raid battle, once per Battle: Target a Personality who has not been opposed this attack. Bow him. He may not straighten before the beginning of your next turn.
Tsuruchi Iyaken (Mantis personality) Battle: Bow Iyaken: Target a Personality who has not been opposed this attack. Bow him.
Tsuruchi Shunso (Mantis personality) Raid Battle: If it is a Raid battle, once per battle, target a card attached to a Personality whom another player controls and who has not opposed a unit you control at any time this attack. Move it to Shunso, even if illegal.
Three Storms (Formation strategy) Battle: Target a Pirate Personality you control in the current battle: Target a Spell, Item, or Follower controlled by the Defender. Move it to the Pirate, even if illegal.
2) If I resolve Are You With Me, can Gaijin Merchant or Draft Notice lower to 0 the Gold Cost of a follower that would normally cost 8 gold or less?
Are You With Me? (event) All Followers in the game cost 6 less Gold, to a minimum of 1, until the start of your next turn.
Gaijin Merchant (follower) All Followers and items being attached to this unit have their gold costs reduced by two.
Draft Notice (item) When attaching a follower to this personality, you may lose 2 honor to lower the follower's gold cost by 2.

1. Yes, the other pirates are queued up in the errata line, patiently waiting for their abilities to actually function again.
However, it's impractical and confusing to drastically change the wording on every old card to such a degree that it works exactly like it used to. In most cases, if a card still works to some degree (albeit to a lesser extent than it did), it's just going to have to roll with the Rules changes. Just like we're not adding "even if he's already been in an attacking army during resolution" to all the old move-in cards from before that rule, Three Storms is just no longer as good as it was.
2. When calculating a stat (which includes Gold Costs), minimums/maximums are applied last. Therefore, the minimum imposed by Are You With Me? will prevent other reduction effects from bringing a Follower's cost to 0.
