Shinjo Emiko's ability reads: Recon Limited: Target a province. Other players may not use abilities on cards in play at other locations (except Strongholds) during battles at that province's battlefield.
The question arising in my store is how does this work versus the imperial favors send home ability? Our interpritation is the Favor is a token, hence not present in any region. Is this accurate?

The Battle rulebook ability that requires discarding the Imperial Favor as a cost is just that, an ability in the rulebook. It does not come from a card and is thus not affected by Shinjo Emiko's ability.
