Do I have to target a personality with an ability or can I target an enemy personality without the ability? In other words is the a target enemy personality with an ability required targeting like in Falling Leaf Strike?
Battle: Choose your performing Monk with no Weapons: Remove an ability from a target enemy Personality with equal or lower Chi. Give your Monk +2F. Draw a card. You may take an additional Battle action.

Do I have to target a personality with an ability[?]
No. You must target an enemy Personality with equal or lower Chi than your performing Monk, however the card text does not require that the targeted Personality has an ability to remove. See the FAQ: Is an action legal if an effect can't happen?
