Does attaching stuff count as targeting Akuma no Oni (Experienced 2) for the restrictions of his trait? Ex. Can I attach a follower to him during my normal Limited Action phase.
Does this mean that he can only attach items/followers during battle and dynasty (via Secluded Outpost)?

There is no general rule. It depends on how the attachment would get attached to Akuma no Oni (Experienced 2). Remember that, per the glossary: "The word “target” must appear as a verb or an adjective for the procedure to be considered targeting -- just “choosing” something is not targeting."

The rules do not forbid you to attach a Follower to Akuma during your Action Phase, but you must find a way to do so without targeting him. For example the Equip action in the rulebook targets its performing Personality so you cannot use it.

No, it just means what the trait reads: during the Action Phase, Akuma may not be targeted. I don't know if there are any CE-legal effect at the moment that can attach cards during the Action Phase without targeting the Personality whom the cards get attached to, just look for the word “target”.
