Can I use Civility to bring Hida/Akodo/Shinjo into play?
They all have text that says they will not "enter play normally" but Civility isn't normal, right?

Civility: Open: Target your discarded (not dead) Samurai Personality: Bring him into play.
Hida: Will not enter play normally unless another player has more than 10 Family Honor.

Yes.
Civility is not "entering play normally".
Only buying people during the Dynasty phase is entering play normally.
