For Reactions that have 'Before the resolution of an action/Before an action's resolution' as a trigger (ie: Hamstrung, Cowed by Wisdom, Hand of the Jade Dragon), am I correct to say that the valid timing for the trigger is before any of the action's effects occur?
Yes, such Reactions are taken after costs are paid and before the action resolves, therefore none of the action's effects has been activated yet.
