For spells that require you to discard/destroy the Spell card (Summon Maseru no Oni, Touch of Death, Flight of Doves), if you play Discovering Lost Lore to retrieve it from the discard pile and attach it, can its actions be used again the same turn?
Discovering Lost Lore: Target your Artisan: Target a Spell or Item in your discard pile. Attach it to your target Personality. Gain 1 Honor.

No, you cannot use such a Spell again the same turn. All abilities on cards are Once Per Turn, and being discarded does not cause a card to "forget" its ability has been used that turn. It only loses "memory" when it becomes out-of-play AND face-down.
http://rules.l5r.com/CE_Effects#Tracking_rule: "“Memory” of the status of individual cards ends when the card enters a deck or a hand, or otherwise becomes both face-down and out of play (such as after a card in the deck or hand is shown). This includes dishonorable status, ongoing effects, and whether or not an ability has been used."
