Yes, as with the ruling you quote, it does.

No. Again, as with Whispers of the Dying Sun in your link, you may do it on any subsequent turn after the first time it was used. The text "this turn" both on Senzo and Whispers doesn't restrict the additional or second use to being in the same turn as the first. It just serves as a reminder for how long the effect lasts.

First, as has been ruled before, in the case of both Akodo Senzo and Whispers of the Dying Sun, the text "second/additional time this turn" will override all "Once per..." restrictions on abilities; Game, Turn, Battle, Phase, etc.
HOWEVER, REVERSAL:
Due to the text "this turn", both the initial use and the second/additional use MUST occur in the SAME TURN.
Thus, if a "Once per Game" ability has been used in a previous turn, you CANNOT use Akodo Senzo or Whispers to get a "second/additional" use out of it on a later turn.
