During a battle in which I have presence, may I transfer a Blade of the Fallen Phoenix attached to a personality in my home to one at the current battle field? I can't quite figure out whether this violates the rules of Relevance and Presence. Thank you.
Blades of the Fallen Phoenix: Battle/Open: Even if this card is bowed: Transfer it to your target Personality.

No. http://rules.l5r.com/CE_Battles#Rule_of_Location: "If a Battle action is on a card in a unit (a Personality or attachment in play), the unit must be at the current battlefield in order to take that action."
It doesn't qualify for the "moving a unit in" exceptions because transfering one card is not moving a unit.
I can't quite figure out whether this violates the rules of Relevance and Presence.
Part of the problem could be that there is no rule of Relevance now.

Regarding this: viewtopic.php?f=59&t=82264
Is it ok to transfer the blades out of the battle, say to someone at an unresolved battle or at home?

No. That's the other part of the Rule of Location: "A card in a unit must be at the current battlefield to be targeted by a Battle action." The only card targeted is the Personality the Blades are moving to, so he or she has to be in the current battlefield. Again, transferring one card is not moving a unit, so doesn't get the exceptions to the Rule of Location.
