If I've reconned the current battlefield can I bring Gosho into play even if he would be unopposed? Not sure if the Range 3 is a required target of his action or not. Thanks.

No. That would violate the Rule of Presence (http://rules.l5r.com/CE_Battles#Rule_of_Presence). Remember, only movement is allowed an exception ot the Rule of Presence; entering play is not allowed an exception to the Rule of Presence.
Not sure if the Range 3 is a required target of his action or not.
It is not, because it is conditional on entering play. But that's a moot point in this case.

The question was regarding opposition, rather than creating Presence.

You may bring Gosho into play even if unopposed, since the targeting of the Ranged Attack isn't required targeting because it's conditional on Gosho entering play: If the condition of targeting is not currently known, but only becomes known after the required targeting step, the conditional targeting must be carried out if possible, but is not required. Example: In "Move him home. If he moved, target another Personality," the targeting of another Personality is not required or carried out in the required targeting step.
