Few issues arose amongst local gaming here they are: If I have Akodo Senzo in my army can I use his ability to "pre-emptively" target someone who hasnt used their ability so that they can use it twice in the battle (obviously the second use would come at a later moment)? Second question: Since his ability says "Target another Personality and choose one of his base abilities; he may use it a second time this turn" this means that no matter how many times I target someone with senzo I can only use his ability twice in one turn, is this correct?

Yes, the chosen base ability does not need to have already been used.

Correct. The second time is the only one time after the first time, not any additional time.
