Can Cowed By Wisdom prevent the costs of action that send a personality home e.g Wall of Honor

Cowed By Wisdom:

Reaction: Before an action's resolution: Negate the action's movement of Personalities that are not yours from the current battlefield.

Battle: Target your unbowed Personality, and bow him unless you control a Ring: Bow a target card in an enemy unit.

Wall of Honor :

Battle: Move your target opposed Personality home: Increase or decrease this province's stength by the number of units on the enemy side at the current battlefield. Gain 2 Honor.

Can Cowed By Wisdom prevent the costs of action that send a personality home(?)

No. Cowed By Wisdom is played "before resolution," at which point costs have been paid.
