A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

References:
Swift Counterattack:
Open: Give a target Personality and each of his Followers +1F. Reaction: Before the resolution of a Battle action that was taken as an additional action: Its effects do not happen.
Sneak Attack:
Reaction: After engaging: The Attacker has the first opportunity to take a Battle action or pass during this battle. Play then proceeds in turn order from him.
I can't seem to find the older post, or rather I can't find the keywords to satisfy the search mode. I have read somewhere in the older post that a Reaction is also an Action.
a) Can you use Swift in response with a Sneak Attack( e.g. Sneak, do something)? b) Can you use Swift in response with a declaration of a Naval?
Thank you and appreciate the knowledge to be added.

No.
I could not give any better explanation than what Marty Lund explained in this ruling (brackets mine): "Additionally actions are granted explicitly by card text on cards [...] Effects that change the order in which player's take Actions (like Sneak Attack or [the Reaction involving a Naval Personality]) do not grant any additional actions. I believe that every card in the [Celestial] Edition format that grants an additional action says explicitly that the action is "additional.""
