If I have more naval units in a battle than my opponent, can I use naval to bring Gosho into play if he is in one of my provinces, and make a ranged 3 attack?
Tsuruchi Gosho is naval and has the ability:
Battle: If the current battlefield's province has been targeted by a Recon action this turn and Gosho is face-up in one of your provinces: Bring him into play at the current battlefield, paying 2 less Gold. If he entered play, Ranged 3 Attack.

No.
The Naval Reaction requires that you target your Naval Personality (who must also perform the action). You cannot target Gosho with the Naval Reaction because Goshi is not in play.
