Could I use cowed by wisdom to negate the sent home cost for wall of honor or Weigh the Cost and thus negating the effect of gaining honor or increase in provincial strength?

Before an action's resolution is before any of its effects occur, but after costs are paid.
The costs of sending home a Samurai for Weigh the Cost or any, in the case of Wall of Honor will have occurred before you can use Cowed by Wisdom's action.
