Quick Rules Question: When Player A uses Yoritomo Souhiko's ability as a naval action and the Player B plays a reinforce the gates, does Player B bow the holdings to "pay the costs" of the personality being brought into play at the battlefield, even though the personality isn't being brought there?

I'm confused because of this post. It makes me think that there exists a costs section that is separate from "paying" for a personality. Just a little clarification would help.

Relevant Text: Yoritomo Souhiko Mantis Clan • Samurai • Naval • Commander Battle: If Souhiko is opposed: Bring a target face-up Personality from one of your provinces into play at the current battlefield, paying 2 less Gold.

Reinforce the Gates Reaction: After a player announces a Battle action before the Defender’s first normal opportunity to act or pass: Its effects do not happen. Battle: Even if you control no units at the current battlefield: Target an unopposed unit there. Move the unit to a battlefield with one or more units on the side opposing its controller's.

No. Bringing the Personality into play is an effect of the action, which does not occur due to Reinforce the Gates. Same basic answer as equipping, though there are a couple of differences between equipping and bringing a Personality into play.
