A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I searched through the archives and could not find if this works or not.
If I have a naval personality opposed in a battle, and declare a naval attack, may I target a dead naval personality in my discard pile and use Will upon him?
Will Dark Virtue Battle: If you control an opposed unit at the current battlefield, target your dead Samurai Personality: Bring him into play there, paying 2 less Gold and ignoring Honor Requirements.

You may not use the Naval Reaction in conjunction with Will.
The Naval Reaction requires that you target your Naval Personality (who must also perform the action). You cannot target him with the Naval Reaction because he is not in play.

In this thread, Genji points out that Will doesn't satisfy the Rules of Location or either of its exceptions for a Naval Invasion.
Isn't this also true for using it as a regular Battle action, rendering it unplayable?

I made an adjustment to my ruling, reflected in the edited post, above.
Will may be played under normal circumstances, just not in conjunction with the Rulebook Naval Reaction.

I'm kind of confused on this ruling please excuse me.
The Naval Rulebook action requires you to A: Have more naval personalities at a battle and B: target your Naval personality.
According to the Rules Glossary your can refer to a card owned by the player if not in play.
We also saw with the Yoritomo Kurei ruling that the naval card does not need to be at the location of the battle to take the action.
From what I can tell because the action itself follows the rule of presence and relevance, and follows the other precedents set the personality should be able to perform the action as a naval action because a naval personality is taking the action.
Please excuse me if I am out of line.

Yes, but context is everything. That "your card" can refer to its owner when that card is out of play does not mean that "your card" can always be treated as though the card is in play.

Apologies, but I don't think my question in this thread was answered.
As the target of Will isn't at the current Battlefield, and it doesn't move him to the current Battlefield, how is it legal to play Will?

Will's card text allows you to target a dead personality in the discard pile, providing an exception to the Rule of Location.
It is legal to play Will.
