Hi all,
I've been perplexed by this one. I'd appreciate any clarification.
Holy site says it does not hold dynasty cards. Page 20 of the rulebook states if a province is ever without a dynasty card refill it immediately. Never Stand Alone states: Limited: Target a discarded (not dead) Personality you own. Put the Personality face-up in one of your provinces, discarding a card from it if necessary.
1) Is there a card at the holy site region? 2) Could you put the personality face-up at the holy site?
This one truly stumped me.

Is there a card at the holy site region?
No, by its own card text. So if you use Never Stand Alone, nothing is discarded from that Province, because there is nothing there. (This is probably why there is an "if necessary" on Never Stand Alone.)
