If i have opposed naval personalities at a battlefield, and another naval personality and Kurei at home, can i use Kurei's action as my naval action? Additionally if so, would he only move himself in, or could he move in the other naval guy from home?

Naval: After engaging, once per battle, if you are the Attacker and your current army has more Naval cards than the side opposing it, target your Naval Personality: You have the first opportunity to take a Battle action, which must be performed by the targeted Personality.

the naval rule doesn't specify that you have to target your naval personality at that battle. And since Kurei's ability can be used from home he should be able to move himself or someone else in right?

Yoritomo Kurei: Battle: Even if Kurei is at home, pay 3 Gold: Move your target Naval Personality to a battlefield with one or more enemy units. If he moved, straighten his unit.
