If my opponent plays Burned Village at a battle at one of my provinces, is it I or he that is discarding the cards? If I am playing Central Castle, can I draw a card using its reaction?
Burned Village Terrain Battle: Before this battle's resolution, discard all cards in or attached to this battlefield's province.
Central Castle Reaction: After the resolution of an action during battle for which you discarded a card due to its costs or effects: Draw a card.

No, you may not react to Burned Village's action with Central Castle.

The first sentence of Loïc's answer here explains what "discarding" means on Central Castle, and why Burned Village's discarding wouldn't apply.
