Imperial Census + Utemaro and Eihiko

L5R CCG Rules board, 24 September 2009

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I checked a lot for previous posts, very sorry if I missed the answers elsewhere.

Question about Imperial Census- Celestial Rare Event and the interaction with 2 personality abilities.

Imperial Census: All Personalities in play with a Gold Cost less than or equal to the Gold Production of their controller's Stronghold plus two bow and will not straighten during their controller's next Straighten Phase.

I'm certain since it does not say "base Gold Cost" that Yoritomo Utemaro's xp2 ability: Limited: Give a target Personality a -2 Gold Cost token

Can make personalities eventually get hit by Imperial Census who wouldn't on their base Gold Cost.

Uncertain about whether Yoritomo Eihiko can further increase the number of personalities an Imperial Census could affect.

Yoritomo Eihiko: Reaction: After you announce an action: Reduce the Gold Cost of a target card (in play) by 2 until the action ends

The question is whether as a player I would "announce" "as an action" Imperial Census coming into play. If it's not an action that gets announced, then obviously there is nothing for Eihiko to react to and he would just end up getting bowed by Imperial Census.

If it is an action that would be announced, then it would seem that before Imperial Census resolves and bows Eihiko, I could react to the announcement of Imperial Census to reduce the Gold Cost of certain personalities to a level that would then get them bowed by Imperial Census.

?

If it's ok- I wanted to tag this on. DIdn't see an answer in previous posts. Utemaro xp cannot as a limited give a face up personality in a province a -2 gold cost token making them cheaper to buy, right? I think maybe it was already answered on a Mantis Clan preview board as "no", but didn't see it in this rules board.

Thank you very much in advance. The very quick and helpful responses here get taken for granted a lot. We all appreciate them. Positive Player Experience.

The question is whether as a player I would "announce" "as an action" Imperial Census coming into play.

No. Events have a triggered trait. An action comes from an ability, a piece of text with a boldface designator Limited, Open, Battle or Reaction. You cannot use Yoritomo Eihiko's Reaction when Imperial Census resolves.

Utemaro xp cannot as a limited give a face up personality in a province a -2 gold cost token making them cheaper to buy, right?

Right, his action can only target a Personality in play. Implications of in and out of play: "Cards that are not in play [...] have the following limitations: They may not be targeted."
