Regarding Kondo's battle action; does the text within the constraints block 1) restrict the action being taken if there are no enemy units at the current battlefield, or 2) restrict when Kondo's battle action may bow a weapon?
Relevant text Battle: If any enemy units are at the current battlefield, you may bow a Weapon in Kondo's unit: Move your target unit there. If you bowed a Weapon and the unit moved, straighten the unit.

"If any enemy units are at the current battlefield" is a restriction on using Mirumoto Kondo's Battle ability: if there is no enemy unit there, it can't be used.
"you may bow a Weapon in Kondo’s unit" is an optional cost: it may be paid, or not, when the action's costs are paid (see Abilities and actions, Pay costs), which happens after the unit is targeted and before it moves to the current battlefield.
