Hi there,
Here's the situation: I have played a Phantom Blade Kata, and used its action. Now I play a new copy of Phantom Blade Kata, discarding the old. I am granted the action anew. I am assuming I can again discard a card to create a weapon?
Thank you!

I am granted the action anew.
No, you are not granted the same ability anew: you are granted another new different distinct ability with the same text as the previous one.
I can again discard a card to create a weapon?
Yes. You have not used the same ability twice, you have used two abilities (with the same text) once.
