A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

(Apologies if the copied subject line leads to confusion) (Further apologies if this seems to be a dumb question but as I see so often in the forums I'm a player from Imperial to Gold recently returned. Celestial is... interesting, but so, so much has changed that it also seems almost nonsensical at times )
So, just to be sure, I am defending both remaining provinces, so have presence at province 1, which is attacked & being resolved by my opponent. I get the Ring of Water into play. My opponent still has attacking units. Can I move a unit defending at province 2 (unopposed) into the battle at province 1 using the Ring of Water.
Frightening, isn't it. We're so confused that I am asking this simple seeming question.

Yes you can.
You control a unit at the current battlefield in province 1, so the Rule of Presence is satisfied.
Ring of Water is not a card in a unit, so the second part of the Rule of Location does not matter in this situation.
You are targeting a card in a unit with the Battle action on your Ring of Water so it must: (1) either be at the current battlefield (first part of the Rule of Location), (2) or move there (exception to the Rule of Location). You are moving the targeted unit to the current battlefield, so (2) applies.
