A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Ring of Water After you successfully resolve your fourth or later Battle action from cards with different titles in one battle: You may put this card into play from your hand.
Ring of Void After you successfully resolve your fourth or later non-Kiho action from Strategies in one phase: You may put his card into play from your hand.
Ring of Air After you successfully resolve your third or later Spell or Kiho action in one turn from cards with different titles: You may put this card into play from your hand.
Since it checks if you successfully resolved your third/fourth action, rather than your third/fourth successfully resolved action, do the earlier actions need to be successfully resolved? There is an old post about it, but it doesn't give any reasons.

Under discussion.

With regards to this: viewtopic.php?f=59&t=78723
I have some scenarios to be clarified, since some of those players were unsure on what will happen.
Scenario A:
Player 1 has 2 actions in count for Ring of the Void. Player 2 makes a ranged attack on a P1's personality. Can he react with 2 Height of Courage and play the Ring?
Scenario B:
Player 1 attacks Player 2. After some uneventful happenings, Player 2 uses Isawa Akihiro(that is unbowed) to make a range attack, that doesn't kill its target. Now, will Player 2 be able to play of Ring of Water?(assuming he has played 3 successful actions)
References:
Height of Courage: Reaction: Before the resolution of another player's action: Choose one of your personalities. Negate his movement from the action's effects. Battle: Give your target Personality and each of his Followers +1F.
Isawa Akihiro: Phoenix Clan • Fire • Shugenja Battle: Even if Akihiro is bowed: Ranged 3 Attack. Straighten Akihiro.
Ring of Water: Water • Unique After you successfully resolve your fourth or later Battle action from cards with different titles in one battle: You may put this card into play from your hand. Battle: Bow this card or discard it from your hand: Move one of your target units home or to a battlefield with one or more enemy units. If the unit moved, straighten it.
Ring of the Void: Void • Unique After you successfully resolve your fourth or later non-Kiho action from Strategies in one phase: You may put his card into play from your hand. Open: Bow this card or discard it from your hand: If any player has more cards in his hand than you do, or if you bowed this card, draw a card.
I was unfortunate enough that I was browsing some rules and this happened. And so I was bombarded with question with regards to those scenarios. Although I have some concept of what will be the answers, I only need the clarification so that future game plays will be much smoother.
Thanks for your answers!

Mildy related to the ongoing successful action drama:
Asako Katashi 4f 4c 3 ph Battle/Limited: Bow a target Shugenja with lower Personal Honor than Katashi's Chis. If the targeted Shugenja bowed, you may target and straighten a Shugenja.
Assuming her controller bows down his own shugenja with her ability (including Katashi herself) and straightens the same shugenja, does this count as a successful action?
During the course of the action a personality bowed and then straightened, so does the game care if the game state changed at all or if it is different after the action then before?

Nothing new to say yet. Stay tuned.

Since it checks if you successfully resolved your third/fourth action, rather than your third/fourth successfully resolved action, do the earlier actions need to be successfully resolved?
After extended discussion in the rules team, it is decided that all relevant actions must be successful in order to put any of these Rings into play: _ three or more successful Spell or Kiho actions for Ring of Air; _ four or more successful non-Kiho action from Strategies in one phase for Ring of the Void; _ four or more successful Battle action from cards with different titles in one battle for Ring of Water.
Scenario A: Player 1 has 2 actions in count for Ring of the Void. Player 2 makes a ranged attack on a P1's personality. Can he react with 2 Height of Courage and play the Ring?
No. If Player 1 uses The Height of Courage before the resolution of another player's action with no effect that may move any of Player 1's Personalities, The Height of Courage is not successful.
Glossary, Successful: Effects that prevent a specific kind of occurrence within a specific action do not count toward success if those effects cannot be produced by the action’s text, and if nothing happens to make the action itself produce those effects. Example: “Reaction: Before another player’s action’s resolution: Negate its effects that bow Personalities” is not successful if the action has no effects that bow Personalities. It is successful, however, if a substitution effect causes the action to bow instead of destroy a Personality.
Scenario B: Player 1 attacks Player 2. After some uneventful happenings, Player 2 uses Isawa Akihiro (that is unbowed) to make a range attack, that doesn't kill its target. Now, will Player 2 be able to play of Ring of Water? (assuming he has played 3 successful actions)
No, Akihiro's Battle action was not successful because none of its effects produced any actual change in the game state: the Ranged Attack failed to destroy its target and the second effect failed to straighten Akihiro.
Assuming [Asako Katashi's] controller bows down his own shugenja with her ability (including Katashi herself) and straightens the same shugenja, does this count as a successful action?
Yes, because the game state has changed, twice.
