Since you cant target followers not at the battlefield and move them there what is the use for this card...it seems like a design mistake. Could someone please explain to me how this card works?

Most obviously, it also straightens the Followers as well as transferring them.
Yes, it can only target Followers and Personalities at the current battlefied.
But, besides the straightening, there could be reasons a player would want transfer Followers amongst units at the same battlefield.
