A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Doji Domotai (Experienced 4) can do a reaction to draw a card when you discard the Imperial Favor. Let's say that I discard the Favor to send an attacking enemy unit home, but Domotai is not at the same province where this is occurring. Can Domotai still use her reaction to draw a card or do the rules of presence apply?
If the rules of presence do not apply, is this due to the specific action type (IE a Imperial Favor related action which is a player ability) or can other reactions be activated without regards to the rules of presence?

The Rules of Presence and Location only apply to Battle actions.
Reactions (of any kind) are not bound by them.
