A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

My friend much prefers an "open legality" game or a legacy game. He plays phoenix and loves his kami shiba.
He plays shiba, who says you can play spells from your discard pile as they are in your hand.
He has a kabuki theatre troop in play (Bow to produce 2 gold. Limited: Bow this card to produce 1 honor)
He attaches a spell (i can not remember the name of the spell currently) that has the ability: Destroy this spell to increase the production of honor on one of your holdings by 1.
His stronghold says spells cost 2 less gold. The spell costs 2 gold to start with.
If he has shiba in play with the kabuki theatre troop and that spell either attached or in his discard pile, can he chain a combo to use that spell as many times as he wishes?
He is under the impression (even after being told by several people that AEG would not allow something as absurd as this) that his chain would work. I just want clarification i can show him so he can stop claiming that according to the Samurai rulebook he can do that.

There isn't enough information to provide an answer. Please provide exact card titles so we can check the text, when the card was printed, and so on -- all of those considerations factor into making Legacy rulings.
I will note, however, that the rule that you can only use an ability once per turn applies to Legacy format (http://rules.l5r.com/Legacy_Format_Chan ... t_Rulebook). Quite often, making an indefinite amount of something is possible in L5R if you have an indefinite amount of time.

In regards to this: viewtopic.php?f=59&t=78018
I believe he is referring to Flight of Doves. And, if I am not mistaken, flight of doves is under the once per turn rule due to being printed in CE. Am I mistaken?

(F)light of doves is under the once per turn rule due to being printed in CE.
Not "due to being printed in Celestial Edition." Even cards that were printed long before the rule limiting actions to once per turn are subject to it under the Legacy rules.
Exceptions are Winds and Formations, but those exception are clearly spelled out in the Legacy rules.
