If I play Sneak attack and play a kiho action. My opponent then plays reinforce the gates in responce to negate my kiho's effects, Can I now use the stronghold pillars of virtures reaction to take another action?

Yes. http://rules.l5r.com/Abilities_and_acti ... n_resolves: "An action resolves even if all its effects are negated or otherwise do not occur. Negation only determines whether an action is successful." And Pillars of Virtue cares not about success.
