Can Permanent Encampment transfer a Heavenly Blade of the Crane to a non-Crane personality? I was pretty sure that it would since it was transferring it and not attaching it, but I thought that I'd double check anyway.

No, you cannot.
CE Rulebook pg. 37, definition of Transfer, (emphasis mine) "You do not need to pay the costs of the transferred card, but you do need to meet any restrictions on attaching."
