Border Keep face-down card question

L5R CCG Rules board, 14 July 2009

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

It's my first turn. I flip 3 personalities and resolve an event. I use my Border Keep on all the cards, including the face-down card, that refilled the province after the event resolved. Am I allowed to look at that card's face before deciding in which order cards go the bottom of my Dynasty deck?

Border Keep Limited: If it is your first turn: Put one or more cards in your provinces at the bottom of your deck, refilling the provinces face-up. Limited: Once per game: Put one or more cards in your provinces at the bottom of your deck, refilling the provinces face-up.

No, unless an effect allows it (see below). For example if your Stronghold is Hidden Moon Dojo, you may take its Open action and target yourself to look at this face-down card before using your Border Keep.

Physically marked card states, Face up and face down: Whether a face-down card out of play can be looked at depends on the game area it is in.

Areas of the game, The provinces (out of play): A player may not freely look at face-down cards in provinces, even his or her own, unless an effect allows it.
