Hi,
I'm pretty sure of the answer to this question but for clarity's sake I thought I'd better ask. When paying to bring Houhou back in from being honorably dead, Clan Estate will only produce 2 rather than the 3 for cavalry because its actually paying for an action. Is this correct?
Houhou Phoenix Clan • Nonhuman • Phoenix • Fire • Shugenja • Cavalry Limited: If Houhou is honorably dead: She rises from the ashes. Bring her into play, paying 4 less Gold. If she entered play, gain 3 Honor (this is an Honor gain for entering play)
Clan Estate Bow this card: Produce 2 Gold, or 3 Gold if paying for a Cavalry card.

Your Clan Estate produces 3 Gold.
Houhou's Limited action has no Gold cost. However it brings her into play and you must always pay a Personality's Gold cost to do so (see Card types, Personalities, Using Personalities). You are paying for a Cavalry card (unless an effect removed Cavalry from Houhou but this is unlikely) so your Clan Estate produces 3 Gold to bring her into play.
