Toturi's Tactics and Terrains

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Question regarding how Toturi's Tactics interacts with terrains.

Toturi’s Tactics Reaction: After the resolution of a Battle action on a Strategy you played, target your Tactician: The card is placed on top of your Fate deck instead of in the discard pile.

Terrain's resolve and then stay in play. At what point do you return it to the top of your deck? Two options seem possible:

a) Announce and Resolve a terrain (let's say Unfamiliar Ground), announce and resolve Toturi's Tactics as a reaction to the terrain resolving, immediately place the terrain on the top of your fate deck (facedown). In this particular case you could no longer destroy the terrain to straighten cards.

b) Announce and Resolve a terrain (let's say Unfamiliar Ground), announce and resolve Toturi's Tactics as a reaction to the terrain resolving, place the terrain on the top of your fate deck (facedown) at the end of the battle when the terrain would normally enter the Discard pile.

You play Toturi's Tactics after the Terrain action resolves. Then, whenever this Terrain card should be put into a discard pile this turn (either discarded or destroyed), usually before the battle ends (see Battles, Final Steps), it is placed on top of its owner's Fate deck instead.
