Lightwater Bay - Region Singular Battle: Bow this card and discard a card: Draw a card.
Can this action only be used when the region is at the current battlefield? Otherwise I don't believe it satisfies the rule of relevence and location.
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

No, you can take this action during a battle at any battlefield, even if this Region is not attached to its province, but you must control a unit there (cf. the Rule of Presence). The Rule of Location does not prevent you from using this ability because it does not target any card and it is not on a card in a unit.
Aside: the "rule of relevence" does not exist.
