Hida Fujiki can move himself into a battlefield, because his action (battle: move your target personality to this battlefield). Hida Ubogins battle action is (battle: Move your target personality to Ubogins battlefield. This movement cannot be negated.)
Can Ubogin use his ability to throw himself into a battlefield like Fujiki can?

No. Everything refers to where Hida Ubogin already is.
The ability is legal to use, but no movement will occur.

When I read Hida Ubogins and Hida Fujikis ability, they seem to read the same. In Hida Fujiki's ability "battle: move your target personality to this battlefield", "this" is easily replaced with "Fujiki" to read like Ubogins ability "battle: Move your target personality to Ubogins battlefield. This movement cannot be negated." It seems like the same ability, except Ubogins ability is non-negatable.

They're not. "This battlefield" (used only on one) has special meaning: http://rules.l5r.com/Glossary_T#This
