Minor semantics question:
I am playing City of Tears and I take a battle action. I than react with Purge the Weak. Am I allowed to attached a spell from my hand via the stronghold, or is that still considered a limited action that I am merely allowed to take in a battle?

It's "Equipping Spells is a Battle/Open action for you," not "You may take Limited actions during Battle" or some such.
