My opponent dishonors my personality with Tsuruchi Onaka, then targets and bows him with Scouring the Village. My personality rehonors at the end of my turn. Is he able to straighten on my next turn?
Scouring the Village Magistrate Open: Bow one of your target Magistrates: Bow a target Personality with lower Personal Honor than your Magistrate's Chi. If the Personality is dishonorable, he cannot straighten until after his controller's next Straighten Phase.
Tsuruchi Onaka Open: Bow Onaka: Dishonor a target honorable Personality with lower Personal Honor than Onaka's Chi. Rehonor the Personality before the end of this turn.

Yes but not until after your next Straighten Phase. The last effect of Scouring the Village checks whether the targeted Personality is dishonorable when it is activated, not continuously. If he is dishonorable when the action resolves, it will negate her straightening until after his controller's next Straighten Phase, regardless of what happens to him meanwhile.
